Joey "Joe" Courtney, shown here in an undated booking photo, died of natural causes while serving a 13-year sentence for a 1992 second-degree murder conviction. Although he died before he could be charged, prosecutors in Pierce County believe he played a role in the Aug. 28, 1988 shooting death of rival gang member Bernard "Clown" Houston on Tacoma's Hilltop.
