Tacoma Police Det. John Ringer was a patrol officer when 17-year-old Bernard K. Houston was shot and killed on Aug. 28, 1988. Prosecutors suspect the Hilltop Crip gang member was gunned down by a group if rival Bloods in a retaliation shooting. Detective Ringer, photographed here on the steps of a church near the crime scene at 23rd Street and Sheridan Avenue in the Hilltop neighborhood, spent 25 years piecing the case together.
