Man who escaped in shackles in Bellevue arrested

BELLEVUE, Wash. (AP) - A jail inmate in shackles who escaped outside the Bellevue District Court four weeks ago is back in custody.

Bellevue police say 21-year-old Windell Downs was arrested Friday.

Downs had been held on robbery and theft charges.

Police said one officer was transporting two inmates to court on Jan. 31. When Downs ran, the officer had to stay with the remaining prisoner.
