Are TAX CUTs aiding terrorism?

Former Congressman Barney Frank was featured on a CNN broadcast extolling the response of Boston government to the bombings. He pointed out that more than 5,000 people were diverted on the marathon route and numerous first responders swiftly put themselves in harm’s way to save others.
So far, so good. I don’t know how much of the contingency plan for the event was private vs. public, but there’s no doubt that the response to the attack was swift and saved lives.
Then Barney found a way to hit at Republicans explaining that tax cuts would not have allowed such a response. This is a frequent ploy from those who do not accept any hint of a spending reduction. They act as though any reduction in 3.7 TRILLION in spending (give or take a few hundred billion), and you’re “gutting” government function.
