Seattle congressional candidate says police detainment was racially biased

A Seattle congressional candidate says he was manhandled by Seattle police and detained.
Detectives say Jesse Wineberry, 61, was spotted in a vehicle that was reported stolen on July 10 in the 1500 block of Occidental Avenue South.
According to police, Wineberry claimed his detainment was racially-biased.
Wineberry was interviewed by police and then released. The car was impounded.
