What really makes a good law in America?

We all know bad laws when we see them, but what makes a good law?
I think good laws protect people from danger of others; not specifically danger from themselves or danger from making their own stupid decisions. And I understand there are blurred lines.

We’ve been sold that open borders are good laws for us. But a good law, in my mind, protects people from the danger of others. But we’re told from the left that enforcing immigration law is a bad thing.
Immigrants are not a danger, some people are. It’s individual people.
A law limiting immigration lets us look at “individuals’” backgrounds. If you have a bad record, you can’t come into our country. That would be a good law because it’s not one size fits all and it provides exceptions. It lets us act with our best interests in mind.
