A year after Sandy, a slow recovery for thousands
FILE - This Sept. 24, 2013 file photo shows a house in Toms River, N.J. in the process of being elevated to comply with new federal flood insurance regulations. One year after the storm pummeled the East Coast, huge numbers of homes in the hardest-hit areas remain in ruins as owners figure out how they can possibly afford to rebuild with meager resources. Billions of dollars in federal aid are, very slowly, being put into action. Boardwalks were rebuilt. Beaches and businesses reopened. House by house, devastated communities are returning to life. But big questions about the future of the coast remain unanswered. (AP Photo/Wayne Parry, File)
