What President Trump should say regarding equality

Documentary producer Ami Horowitz asked hipsters in Brooklyn if they thought it was good and fair that people are equal in Venezuela, even though people are equally starving.
I say if nothing bad ever happens to you, nothing good ever happens. And eventually you have to take from someone. What can the president do with this mindset and zeal of equality?
I have a friend who is certified genius with his math skills but he couldn’t get a job with the federal government because he doesn’t have a college degree.
I propose that President Trump sets a precedent within our federal bureaucracies. He should announce that each federal bureaucracy employ a competency test.
Trump should say – “all of my cabinet positions will not discriminate. We’ve launched a competency test which is online. If you don’t have a degree you can still come to work for us. This is equality for everyone, you just have to show that you are competent. If you’re a math whiz, but didn’t go to college, now’s your chance. This is actual equality. You can come and prove yourself. This is a chance that the Democrats have blocked. I don’t know why they blocked it. Maybe because they’re in bed with big college.”
Wouldn’t that be great if the president did that?
