Rubbernecking
If someone is sitting in traffic, just like you, stopping and going through a terrible commute, they shouldn't slow down to see the accident on the shoulder or hit the brake to see what the flashing lights are all about.
If they're rubbernecking to find out what's going on, they deserve to be honked at. Pulling into the intersection to take a left turn
Hey you, guy in the car on the left that needs to make a left turn. Just because you can't make the turn yet, either because oncoming traffic is going straight and there hasn't been an opening yet, or because there are pedestrians crossing the street that you need to turn onto, you should still pull into the intersection and give other cars behind you the opportunity to pass.
If you stay behind the crosswalk waiting the whole time - then you deserve to be honked at. The light has changed
Somewhere between flipping through their radio stations and making sure they haven't missed any phone calls, the light changed from red to green. That's green - for go.
If the driver isn't paying attention, and not going on green, they deserve to be honked at. Speeding up or slowing down when trying to change lanes
A driver should be able to change lanes, maybe to pass this bus (while still maintaining the speed limit of course,) but on occasion the car next to you won't let you pass.
If they won't speed up a little, or slow down a little, they deserve to be honked at. Move up
When caught in stop-and-go traffic, it doesn't mean the driver should be zoning out, or stop following the car in front of it.
If a car isn't paying attention, and they should be moving along with traffic, they deserve to be honked at.

Seattle drivers are the second least-likely in the nation to say they honk their horn at other drivers, according to a recent survey.

Tom Tangney thinks that not honking is the Seattleite way of being polite on the road.

But since we also rank fourth-worst for cutting across lanes of traffic without any notice, John Curley thinks we need to use our car horn as an “educational tool” and honk at people when they’re being bad drivers.

HONK “Hey, I’ve got a reminder here, learn how to drive.” HONK

Check out the list of approved times to honk, according to John Curley.
