How many people does it take to screw in a light bulb at City Hall?

The City of Seattle sent out a memo last week warning employees that there will be scaffolding at the grand staircase in City Hall while crews replace light fixtures.
According to the City Hall Lobby Lighting Replacement Project Notice, the scaffolding will be in place for two weeks. Employees were asked to avoid the area for their safety.
Seems a bit much, no?
