Note when Paul Ryan (R-WI) asks about whether Commissioner Miller gave a misleading or incomplete answer the reply is “I answered truthfully.” Of course, you can answer “truthfully” while still being misleading. For example if you were asked, “Did you steal that fruit?” (and you had actually stolen a piece of fruit), you could reply “I am not in the habit of stealing produce.” While that might be truthful, it’s also avoiding the original question.
