At a recent media panel, Kerry Washington, who plays Olivia Pope on the show 'Scandal,' weighed in how the fictional White House in her 1-hour drama would handle the government shutdown.

That got us thinking about how other fictional presidents would deal with Congress.

We don't need to guess on this one - the star of "Scandal," Kerry Washington, says that Cyrus Bean (left) the president's Chief of Staff would have schemed to take care of a government shutdown before it began. Since he's been known to hire assassins to handle a mere sex scandal, it's easy to believe he wouldn't let anything get in the way of a government that functions his way.
