The first draft of proposed rules for Washington's new system of licensed, regulated and taxed marijuana sellers is out. Tim Haeck explains some of the more interesting details of the 46 page report. // Stage two of the Mercer project begins tonight. State Route 99 and Mercer Street will be fully closed to traffic this weekend. A five block stretch of Eastbound Mercer Street will go from four lanes to two for the next 2 years. We talk to Eric Tweit, project manager for the Mercer West project. He says Seattle drivers will be happy with the project. Eventually. // The ousted head of the IRS apologized for his agency's treatment of tea party and other conservative groups seeking tax-exempt status. He says the actions were not politically motivated. Dave and Ken think the tax system needs to be overhauled. // Another head of an Army sexual harassment program is in trouble. Lt. Col. Darin Haas ran a program to fight sex harassment at Fort Campbell in Kentucky--until he was arrested in a domestic dispute.
