Ross: Would a “nice slum” be better than tents?

The Seattle City Council voted down a bill that would've created a set of rules and regulations for homeless tent encampments. It would've also opened more areas of the city to homeless camps. Although the legislation failed, churches and other faith organizations can still host encampments. Dave says the fundamental problem is the high cost of housing.
