Fake-diploma troopers should have been fired


I'm as ardent a supporter of law enforcement as you will find in the media. But good cops know every day that they must earn our trust. And that is why I'm so outraged by the punishment reversal of some bad cops by the Washington State Patrol.

Troopers can earn up to a four-percent pay hike if they have four-year college degrees. These troopers used fake diplomas and a bogus degree to collect that extra pay.

The State Patrol conducted an internal investigation in August - the recommendation at the time was that all eight should be fired. But now, in an amazing turnaround, the troopers will instead be suspended for 3-10 days each and allowed to keep their jobs.

Since they have been on paid administrative leave, they have essentially gotten a very long paid vacation for their scam.

I talked today with State Patrol Captain Jeff Devere who told me the eight troopers were not guilty of intent to defraud the taxpayers - just of poor judgement.

The phony degrees required no coursework. Of course these troopers knew that they did not deserve the extra pay that comes with a college degree. They have slapped in the face their colleagues who actually attended a four year university to merit the bonus pay.

I also think these troopers put the state in a horrible situation. If they are ever on a witness stand, what defense attorney wouldn't salivate at the opportunity to question the credibility and honor of any of these troopers?

One listener asked if any citizen can put phony license tabs on his car to defraud the state - and, if caught, just get a slap on the wrist? How would that be any different from what these troopers did?

And I will tell you, I heard from several WSP Troopers who are outraged that their colleagues weren't fired:

If you read this please do it from "anonymous"!! I can honestly say that there are a majority of us Troops who completely disagree with the agency's decision not to terminate their employment. There is no way we buy that these fake diplomas were not obtained without intent....absolutely BS! Trust me when I say that many of us feel betrayed that these idiots get to go back and wear the same uniform. They do not represent the rest of us that follow the law, the regulations as well as continue to earn the trust of the citizens.

I apologize to the citizens of Washington on their behalf...they will never say they're sorry.

I would love to call into your show, but fear retaliation from the Troopers Association. I can tell you that the rank and file are furious with our chief. This is an association flexing its political muscle. How can the Chief look at the facts, make a decision, then change his mind? Chief Sandberg, and Chiefs before her would have fired these troopers. When Chief Sandberg was put into a position where she had to fire a long time friend, I remember her saying, "its the right thing to do". Our Association has turned into what we have always fought against. I am still proud of our organization, its the fools who have taken our department over are what I am embarrassed about. Thank you for all your support. You are doing the right by all of us.

I will always defend good cops from senseless media attacks. But I will just as zealously go after bad cops. I think the Washington State Patrol has stained its entire organization by keeping these troopers on the payroll.

    The thing that keeps western democracies working is the thin blue line of law enforcement. If our police devolve to third world standards of cheating and corruption the people will follow suit. Then it all breaks down.

    Thanks to Dori, anyway, for posting this, and to Frank Shires for discussing it on his show tonite. This somewhat mitigates the sleazy PR tactic by WSP of making this announcement late on a Fri. Afternoon. I'd like to see more follow-up on the story. In particular what did it cost us taxpayers, all told. We know that there was 12 months salary+benefits for the 8, plus about 8 months for the 2 troopers who resigned in July over this. Plus the cost of investigation, and as another poster pointed out, the cost of overtime from other troopers while the fake-diploma guys sat at home. I also would like to see follow-up on the legal consequences. Will these troopers be limited now in their duties due to potential challenges of their integrity in court? It has happened before at other LE agencies.

    As a police officer I believe those troopers should have been fired and made to pay back any extra pay plus interest. For those of you who believe the WSP is the most professional agency around, apparently you do not know much about the state patrol. Don't get me wrong, the WSP is good at what they do, but the abilities of most troopers when it comes to actual law enforcement is very limited. If it doesn't have tail lights, there is a good chance they don't know what to do with it. And believe me, I am not some disgruntled trooper wanna be...I never applied to WSP for a reason- I make a lot more money than most troopers and I get to go to real calls and do actual police work that doesn't primarily involve filling out collision forms and writing traffic infractions. There are some good troopers out there though (they generally work in rural areas where they assist local police and deputies and learn how to do police work).

    It really is quite simple. They are cops. They lied and cheated. They should be fired and forced to repay what they stole.

    Just as alarming as the fact that these troopers purchased degrees from non-accredited institutions has to be the fact that *nobody* bothered to check.

    If an employee submits a claim that he or she should be given a 2-4% raise, likely to cost the employer (that's us!) at least $1,000 or more per year for the rest of a career, how absurd would it be to assign a clerical worker to at least Google up a list of accredited schools and see whether "The Sitting Bull Academy of Horsemanship" is even on the list? The next step would be to verify that Trooper XYZ has actually earned the diploma as claimed.

    Certainly the troopers are primarily to blame; but the supervisors have egg on the face as well here.

    Was the employment provision so poorly written that it allowed *any* "degree" to be submitted when requesting a pay raise? It could well be that unless the words "accredited college or university" were included, a little weasel hole was left open for folks interested in gaming the system. If the employment provision was not properly detailed, the same sort of folks who would submit a bogus degree are more likely than average to file suit for "wrongful discharge".

    ...what is Christine Gregoire going to do about this? If she allows these troopers to keep their jobs, she will effectively eliminate the legitimacy of the entire department.
