Representation by district is a good idea; but in real life it has resulted in a City Council filled with radicals. That's because when it comes down to politics on the neighborhood level, only the radicals are paying much attention. Every resident of the City of Seattle could tell you who is President of the United States. I'd guess no more than a third (outside of people concerned enough to follow comment pages, etc) even know which councilperson represents their neighborhood.
In reality, their city council rep will likely have a greater effect on their day-to-day life than will the POTUS.
So change the election like this.
1. Let each district run a "primary", within that district itself. The top two finishers in the primary (regardless of political philosophy) go on to the general election. This ensures that each district has had some "say" in who will be representing them on the city council.
2. The final choice among the candidates will be made by the general electorate. One of the top two finishers in each district *will* go on to represent that district- but only after getting the nod from the general electorate. When we share a common geography, common budget, common economy, common traffic, etc etc etc etc it doesn't make sense to treat each district like an isolated fiefdom. The voters in Neighborhood X can't elect a raging communist, or oppressive fascist, or religious fanatic, or etc, without generally affecting everyone in town. Our current council is evidence of that, exactly.”
