    Redefine DUI as a "zero-tolerance" rule - any alcohol/illegal drugs found in a driver's blood and it's game over. If lawmakers seriously want to reduce highway fatalities and property damage, then stiffen the penalties. Most European countries have stringent DUI laws and drivers face fines, suspended licenses, jail time if caught.
