After four of his inmates appeared in a viral video performing at a Jelly Roll concert in Charlottesville, VA, people all over the country are asking Sheriff Karl Leonard about his H.A.R.P. recovery program in the Chesterfield County jail.
He has achieved remarkable success in reducing inmate recidivism from the national average over 70% down to just over 20%… But it’s not without controversy. He joined the John Curley Show to share his story.
