Jack Stine personally witnessed the infamous Dodge SRT Hellcat – which has been blasting its modified engine through sleepy Seattle neighborhoods in the wee hours of the morning – whip past his very own Eastlake apartment windows. Three cop cars gave chase close behind. But then, something strange happened.

And resident dad Spike O’Neill wonders, wasn’t the 20-year-old driver banned from getting behind the wheel of that same car?
