Seattle Mayor Katie Wilson promised 1,000 new shelter beds a year. On Monday, she released a plan that cuts that promise in half.

Under the plan, the city would add 960 beds over the next two years.

In announcing the Seattle homeless shelter proposal, Wilson pointed to “an inherited $175 million budget deficit.”

“Seattle declared a homelessness state of emergency over a decade ago, but despite laudable efforts and individual successes, the crisis stubbornly persists,” Wilson said in a news release. “For too long, we have fallen short of our goals to address this problem as a city, region, and nation — it is too easy for people to fall into homelessness and too hard for people to get the care and support needed to get out.

“This plan doesn’t promise quick fixes that paper over real problems,” she continued. “It invests in proven interventions like providing high-quality support and services and giving people struggling a path to stability. It is the first step to the real, sustainable solution Seattle has demanded and deserves.”

Seattle’s shelter plan: 11 sites for $37 million

The shelter plan calls for establishing 11 shelter sites across the city at an estimated cost of $37 million. Seattle has already opened new shelter capacity in 2026, including the Bayside Enhanced Shelter, Brighton Village, and Belmont Village, according to a news release from the mayor’s office.

Additional projects are set to open later this year, including Cloverleaf Village, Glassyard Commons, a Purpose Dignity Action (PDA) operated shelter, and expansions at three existing shelters.

Another eight shelters are planned to open in 2027, Wilson’s office stated.

No specific locations for those eight additional Seattle homeless shelters have been announced.

Wilson said funding details will be included in her budget proposal next week.
