Former Renton resident gets 15 years for sexual abuse of 4-year-old, production of abuse images

A former King County resident was sentenced to 15 years in prison Monday for crimes related to his abuse of a four-year-old involving the production of images of child sexual abuse.

Justin D. Carr, 38, was arrested on May 14, 2024, after images of child sexual abuse were discovered on his phone while he was driving with a witness to Colorado, the U.S. Department of Justice (DOJ) announced.

Carr, a Renton resident, was sentenced to the final of three sentences Monday: he was sentenced to 15 years in King County Superior Court for sexual assault of a child; in Colorado, he was sentenced for possession of child pornography; and in Seattle, he was sentenced to 15 years for producing the images of child sexual abuse.

“This prison sentence will protect the public for a significant period, while the lifetime supervised release should ensure Mr. Carr cannot prey on a vulnerable child again,” First Assistant U.S. Attorney Neil Floyd stated. “These cases and the protection of children are a priority for our office, and I appreciate the partnership we have with the King County Prosecuting Attorney’s Office to keep these offenders away from children.”

U.S. District Judge Kymberly K. Evanson sentenced Carr to a lifetime of federal supervised release following his prison term.

Carr and an adult witness were traveling to Colorado when the witness discovered images on Carr’s phone of the molestation of a four-year-old child that the witness recognized, according to records filed in the case. The witness immediately contacted 911, and Carr was arrested.

The metadata of the images indicated that it was produced in Renton. The Renton Police Department and FBI were involved in the investigation.

The DOJ noted that Carr will serve the 15-year federal sentence concurrently with a 15-year state sentence.
