Snohomish County nonprofit Housing Hope broke ground Monday on a 67-unit affordable housing community for adults 55 and older in north Everett. It’s the organization’s first project built specifically for older adults.

The building will go up at 2624 Rockefeller Avenue, and is expected to be finished in 2028. The nonprofit said the community is designed for “one of the fastest-growing groups experiencing housing instability and homelessness: older adults.”

“We cannot wait to begin this next chapter in Housing Hope’s history and bring a new model of affordable housing to Everett,” the Housing Hope announced.

A church sells its land at a discount

The site belonged to Everett United Church of Christ, which sold it to Housing Hope at a reduced price. Housing Hope said the sale reflects “the church’s commitment to helping create more affordable housing and serve our neighbors in need.”

Housing Hope is partnering on the project with HumanGood Affordable Housing, a national nonprofit that owns and develops affordable senior housing. Housing Hope said HumanGood’s experience serving older adults “will help bring this new community to life.”

Who the homes are for

The homes will be open to people 55 and older and will include units for households at a range of low incomes, according to Housing Hope.

Earlier plans set aside some units for people leaving homelessness and limited the rest to households earning no more than 30% or 50% of the area median income, according to My Edmonds News.

“Seeing how fast that population is struggling, we wanted to get a property out there that specifically met the needs for that population,” Kathryn Opina, now Housing Hope’s CEO, told My Edmonds News in 2025.

The project was estimated to cost about $39.4 million in 2025. It received about $3.9 million from the state and $1.1 million from the federal government. Federal low-income housing tax credits, the city of Everett, and Snohomish County are expected to cover the rest.

Housing Hope’s growing portfolio

Housing Hope owns and runs about 600 affordable housing units at 24 sites across Snohomish County. It also offers case management and job training. The groundbreaking comes as the nonprofit finishes Scriber Place, a 52-unit family housing community in Lynnwood built on school district land.
