Out-of-state network floods Seattle with unpermitted hot dog vendors

King County officials have said that the massive increase in unpermitted hot dog vendors near Seattle sports stadiums can be traced back to a multi-state network of vendors knowingly evading licensing requirements and possibly exploiting their workers.

Public Health — Seattle & King County health inspectors found a pattern of large-scale out-of-state operators failing to comply with county health, cleanliness, and safety standards, according to KING 5.

The increase in vendors in Washington began about one year ago and has negatively impacted authorized food vendors near many of Seattle’s sports venues.

The owner of Deez Dogs, Namoka Trice, said she has lost roughly 75% of her normal sales since the increase in the unpermitted food vendors in the area.

“We might sell 300 to 400 hot dogs on a regular night six months ago. Now, we’re under 100 here,” Trice told KING 5.

Farshid Varamini with Pioneer Grill Hot Dogs said his sales are down 50%, and the illegal food vendors appear to be coming in from out of state.

“They’re vans with California plates that are coming up and unloading these carts,” Varamini told KING 5. “Whoever it is that’s bringing these people and making money off of it illegally.”

Everett cracks down with criminal penalties for unpermitted vendors

In February, the Everett City Council unanimously approved an ordinance to add criminal penalties for food stand vendors operating without city and county permits.

Officials said they were looking for ways to block the spread of unpermitted food stands in the city, which can increase the risk of foodborne illnesses.

The ordinance made it a misdemeanor to operate a food stand without a city business license and a permit from the Snohomish County Health Department. Police will also be able to confiscate any equipment used to operate the food stand without a proper permit.

Local business owners, legally operating with proper permits, have expressed their displeasure with the unpermitted food stands, noting that they can offer lower prices because they aren’t paying rent or permitting fees.

Complaints of unpermitted food stands in Snohomish County have sharply increased, from 16 in 2022 to 203 in 2025. Last year, several people reported foodborne illnesses caused by the unpermitted food stands.

Mexican restaurant coalition demands action on illegal taco stands

In 2025, more than 200 licensed Mexican restaurants, with the Washington State Mexican Restaurant Fair Play Coalition, have asked city and state officials to address illegal taco stands operating across the state.

The coalition filed formal complaints with evidence of more than 50 unlicensed taco stands operating without King County Health permits in Seattle, Burien, Kent, Auburn, Federal Way, Tacoma, and the Tri-Cities.

The coalition also believes that several of the illegal vendors in Washington have ties to out-of-state operations that fail to meet their basic sanitation standards.
