Witness sought in Lake Stevens fatal stabbing case

Detectives are looking for a witness who they say may have key information in the stabbing death of a Lake Stevens woman.
Anthony E. Garver, 25, suspected of stabbing Phillipa Evans-Lopez at her home on June 17, told Snohomish County Sheriff’s detectives the pair was joined by another person between June 13 and June 16.
Police say Garver described the witness as a woman around the same age as Evans-Lopez (possibly 18-22 years of age) with blonde hair. It’s believed she may have left behind a sports jersey in the red SUV Garver and Evans-Lopez were riding in.
According to court documents, Evans-Lopez’s hands and feet were bound to a bed with electrical cords when investigators arrived to her Lake Stevens home.
On July 2, detectives arrested Anthony E. Garver at a fast food restaurant in Everett. He was booked into jail for first-degree murder.
According to court documents, video surveillance placed Garver with Evans-Lopez at a McDonald’s restaurant in Lake Stevens three days before her body was discovered. A forensic scientist with the Washington State Patrol Crime Lab matched DNA taken from a cord tied to the victim’s left wrist to Garver. A detective found a bloody knife in his pocket upon arrest.
Garver is described as a violent felon who was wanted by the U.S. Marshal’s Office on a felony warrant for escape. According to the court documents, Garver was known to possess military-style weapons and explosives and had threatened, in the past, to blow up a Department of Social and Health Services building in Spokane.
