Washington Congressman Dan Newhouse, R-Sunnyside, broke from his party Wednesday when he decided to vote to end President Donald Trump’s tariffs on Canada.

He was among six Republicans —  Thomas Massie (Kentucky), Brian Fitzpatrick (Pennsylvania), Don Bacon (Nebraska), Jeff Hurd (Colorado), and Kevin Kiley (California) — to join the Democrats in passing the measure 219-211. One Democrat, Rep. Jared Golden (Maine), voted to keep the tariffs.

Spokane Republican Michael Baumgartner voted against the resolution after consulting with House Speaker Mike Johnson.

When Trump invoked the International Emergency Economic Powers Act last year, he imposed a 25% tariff on all imports from Canada. Newhouse said the tariffs on Canada, Washington state’s second-largest export market, have hurt farmers and the beer, wine, and spirits industries within the state.

“While I understand the President’s approach to utilize tariffs as leverage to secure more trade deals, the fact of the matter remains the tariffs on Canada have harmed Washingtonians,” Newhouse said in a prepared statement.

As a consequence of the tariffs, border crossings from Canada to Washington fell 24% in the first 10 months of 2025, according to Axios, compared with the same months in 2024. Last year, 1.7 million Canadians visited Seattle and King County, equivalent to 73% of international tourists. Canadian visitors spent approximately $586 million in Washington in 2025.

According to The Seattle Times, the measure is largely symbolic as Trump would have to sign it into law even if the Senate passes it.
