An 18-year-old Covington man is now charged with second-degree murder in the August shooting death of Coast Guard Lt. Connor Overstreet in Skyway.

King County prosecutors charged Isaiah Bolar on Friday. They said new ballistics testing links a gun recovered during the investigation to Overstreet’s death.

The Washington State Patrol Crime Lab found that a bullet and jacket fragment recovered from Overstreet were fired from a Ruger .357 revolver recovered by police, according to charging documents.

Overstreet, 29, was shot shortly before 1 a.m. Aug. 23 near South 124th Street and South Langston Road.

Investigators said Overstreet and two friends were riding Lime scooters when they exchanged words with people in a Toyota Prius.

The Prius turned around and stopped. Overstreet approached the passenger side and was shot in the chest. The car then sped away. Overstreet died from a single gunshot wound.

Two days later, Kent police arrested Bolar following a pursuit involving a Prius. Charging documents stated a passenger got out during the pursuit with a backpack and threw it into a trash can.

The passenger later told investigators Bolar had handed him the backpack and said, “Take this.” Police found the Ruger .357 inside.

Investigators also said phone records place Bolar’s phone near the scene at the time of the shooting and show it traveling along the route taken by the suspect vehicle.

King County Sheriff’s Office detectives arrested Bolar Thursday at a Covington home in connection with Overstreet’s death.

His bail is set at $3 million. Bolar is scheduled to be arraigned at 8:30 a.m. Wednesday in King County Superior Court. He has not yet entered a plea.

Family, Crime Stoppers offered $30,000 reward in Overstreet’s killing

Days after his death, Crime Stoppers and Overstreet’s family established a combined reward to generate tips and identify the shooter.

Crime Stoppers provided $1,000 toward the reward, standard for homicide cases, while Overstreet’s family contributed $29,000, bringing the total reward to $30,000. A GoFundMe has also been launched in support of Overstreet’s case.

“Thank you to all who have offered to support the Overstreet family as we grapple with the unimaginable loss of Connor Scott Overstreet,” the GoFundMe read. “We struggle to find the words to express the gratitude we feel for everyone in our lives during this tragic time. Your outpouring of love, support, memories of Connor, physical and emotional presence, and generous contributions lift our weary hearts and bring light to this dark time.”

The GoFundMe has raised nearly $100,000, exceeding its $25,000 goal.

Local residents reported hearing a single loud noise on the morning of the shooting.

Jamie, a neighbor who lives near the scene but did not want to give his full name, recalled hearing the gunshot.

“It was a big boom!” Jamie said. “And I was there; I thought my kid dropped something on the floor!”

Jamie noted that emergency personnel arrived shortly after.

“Ten minutes after, here comes the fire truck, the police department, all kinds like that,” Jamie added.

Other residents also confirmed hearing only one gunshot during the incident.
