A 15-year-old girl waiting at a Northgate bus stop was allegedly approached by a man on a bicycle who told her to follow him into the woods. Charlie Harger says the horrifying incident reflects a much bigger failure in Seattle’s culture, criminal justice system, and approach to homelessness and addiction.
