Minutes later he came back and tried to talk to the woman. When her dog started to growl, she picked up her dog and ran.
Deputies said the man chased after the woman and wrapped one of his arms around her neck. She was able to get away.
The woman told deputies the man ran toward where people were leaving the event but wasn’t sure if he got into a vehicle or not.
Deputies described the man as Hispanic, in his mid-20s, 180 pounds with a medium build, brown eyes, short black hair, a black jacket, blue jeans and black shoes.
Anyone with information is asked to call police.
