State opens inspections into WA’s 2 other kraft paper mills after deadly Longview tank rupture

The Washington State Department of Labor & Industries (L&I) has opened inspections into Washington’s two other kraft paper mills after 11 workers were killed at a Longview facility in May.

The inspections are in addition to L&I’s ongoing investigation at Nippon Dynawave in Longview, according to a news release from the agency.

“Keeping workers safe at work is our top priority,” Washington Governor Bob Ferguson stated. “We continue to grieve with the families and loved ones of those killed in the deadliest industrial tragedy in modern Washington state history. My team is proactively working to ensure employers are identifying and addressing any potential risks that exist at similar sites.”

One of the mills, run by Smurfit Westrock, is also in Longview. The other is run by Port Townsend Paper Company in Port Townsend.

What investigators will look for at the paper mills

Employers are required to assess hazards on their work site under the Washington Industrial Safety and Health Act. That includes inspecting storage tanks and handling hazardous chemicals, along with taking effective steps to control those hazards.

L&I’s inspection will focus on whether the mills are taking the proper steps and following the requirements.

Investigators will review tank maintenance, inspection, testing, and open repair items. They will also look at Environmental Protection Agency or Washington Department of Ecology reports, including records of any spills or breaches that impact workers; written procedures for the operation and maintenance of the tanks; and injuries or near misses for employees and contractors working around the tanks.

Officials noted the inspections could take up to six months.

Along with reviewing the mills, L&I is starting an enforcement program to conduct similar inspections at non-kraft paper mills in Washington. The program will run through February 2027.

Crews finish draining failed tank at Longview facility

On Wednesday, crews removed the last of the liquid from Tank G, which failed at Nippon Dynawave on May 26. Around 12,000 gallons of white liquor were pumped from the tank over the course of three days and will be handled by the on-site water treatment facility, according to a joint news release from several Washington agencies.

Officials said Tank E, which contained black liquor and shared pipework with Tank G, has also been emptied and will be secured in place for the remainder of the investigation.

L&I has until Nov. 22 to complete its investigation into the Longview facility and report its findings, according to the news release.
