Relieving congestion along busy I-5 in Seattle could cost millions

Some have called it the worst bottleneck in Washington state.
In a grant application, the state says it can add a third lane to northbound I-5 entering downtown Seattle, easing some traffic between the Seneca Street exit and Freeway Park.
The project comes with a $23 million price tag.
The Washington State Department of Transportation is writing a letter with a plan to Governor Elect Jay Inslee, that would have the job completed by 2018 or sooner.
The Seattle Times reports in years past, adding the third lane has been turned down by the legislature and transportation leaders.
