How can Trump pay $1 trillion in ‘Investments in Infrastructure?’

So Trump says he’s going to spend $1 trillion in new “investments for infrastructure.” How’s he going to pay for this?
If Donald Trump lowers the tax rates and gets rid of regulations and creates a business friendly climate, I do think businesses might come back to the United States.
Trump may turn the military back to its core mission
But if the money for infrastructure is to be borrowed from China or taken through taxes, I’m against it.
Because we can’t add to our $20 trillion debt and the $177 trillion in unfunded liabilities that may take 460 years to pay off.
And I want to be able to say that these kinds of projects don’t work and we can’t afford them.
