What are the racist conservative policies?

It seems there is a whisper from the black community to conservatives. If you think of it the right way, it’s a demand for something that comes from the heart of Conservatism; that is central to the theory of Conservatism; that is vital to the practice of Conservatism.
It’s quite the opposite of the Progressive view. But why is there the constant “noise” that the Republican Party is racist?

What are the racist Conservative policies? From my experience in D.C., Republicans are scared to chat with African American people because they’ve spent their entire careers being called “racists.”
But something is wrong when you have someone like Sean “Puffy” Combs saying that blacks have suffered under the Obama administration.
Hillary Clinton spends time in the black community. But does spending time somewhere mean that you care about something? Where are the accomplishments and achievements of Hillary helping African Americans?
I do want us to be a nation of laws, because to do otherwise is not compassionate. It is never compassionate to be a “nation of mend,” because if you’re a nation of mend you’re a nation of moods. A police officer’s mood shouldn’t matter when he pulls you over for speeding.
We need to listen past the static of the people who are engineering the Black Lives Matter movement. We need to listen to our neighbors, because I believe our African American friends are asking for something close to the conservative heart.
