Former Monroe police sergeant charged for sex crimes with teen

A former Monroe police sergeant faces multiple felony charges for a nearly decade-long sexual relationship with a young girl that began when she was only 14.

Carlos Martinez, 58, faces multiple counts of criminal sexual misconduct following an investigation by the Washington State Patrol’s Missing and Exploited Children’s Task Force (MECTF). The investigation lasted more than a year, according to the WSP.

WSP Lt. Ron Mead says Martinez, who worked for the Monroe Police Department until 2009, “used his position of authority as a law enforcement officer to isolate and manipulate the young girl into the relationship.”

Martinez served with the department for 20 years, spending nine years in elementary and middle schools as a Drug Abuse Resistance Education officer, The Everett Herald reported.

Investigators learned Martinez photographed the victim without her knowing it while she used the bathroom. He also allegedly continued to take pictures and videos while involved in “sexually explicit conduct.”

Detectives began their investigation in March 2012 after learning Martinez had been arrested by an FBI task force on unrelated charges in San Antonio, TX.

Martinez is now charged with third degree child molestation, voyeurism and sexual exploitation of a minor. All are felonies.
