A final environmental report finds no significant traffic or pollution issues if commercial flights return to Everett’s Paine Field.

The report from the Federal Aviation Administration comes in response to plans by Horizon Air and Allegiant Air to start limited service at the airport adjacent to Boeing’s Everett plant. A final decision from the F-A-A is due before the end of the year.

The report says the commercial flights would slow traffic in the area no more than one-tenth of one mile per hour.

Horizon Air wants to start service at Paine Field with 12 flights a day. Allegiant has said it would start with four flights a week. The airport is owned by Snohomish County, which has final authority over the resumption of commercial aviation at Paine Field.

The F-A-A issued the report in response to about 900 comments submitted in 2010 after the agency concluded that a small number of flights would not significantly affect traffic, noise and pollution around the airport.
