Washington breaks ground on first new ferry in 11 years, three hybrid-electric vessels ordered

After years of ferry delays and an aging fleet, Washington is taking a major step toward restoring service.

Governor Bob Ferguson announced construction is underway on the state’s first new ferry in 11 years, stating a third hybrid-electric vessel has now been added to the order.

“This is the first time in a decade that construction is beginning on a new ferry,” Ferguson said. “In the past decade, we lost four ferries to retirement. Today signifies a critical step in rebuilding our fleet with modern vessels that will allow us to provide more dependable service.”

The state selected Florida-based Eastern Shipbuilding Group, a move officials said saved taxpayers approximately $240 million. Eastern’s bid was 30% lower than the alternative bidder.

“Eastern Shipbuilding Group is proud to begin construction on these vessels and to partner with Washington State Ferries on one of the most important ferry modernization programs in the country,” Joey D’Isernia, CEO of Eastern Shipbuilding Group, stated. “Our team is committed to delivering safe, reliable, high-quality ferries that will serve Washington communities for decades. Today’s steel cutting is the next step in turning that commitment into three new vessels.”

The three new ferries are scheduled for delivery between 2030 and 2032.

WA’s ferry system in crisis

And the new ferries can’t come soon enough for Washington. The state lost four ferries between 2015 and 2025, shrinking its fleet from 25 ferries to 21. The ferries on hand are old, with 11 ferries (more than half the fleet) being more than 40 years old, and one that’s 67 years old.

According to the Governor’s Office, Washington State Ferries (WSF) needs 26 vessels to operate effectively into the future.

“After years of design and procurement, today’s steel cutting marks an exciting moment where all of the planning becomes visible progress,” Steve Nevey, WSF Deputy Secretary of Transportation, said. “These new hybrid-electric ferries will help us restore the reliability and resilience our customers depend on while building a cleaner, more modern fleet for the future. We are pleased to move forward with Eastern Shipbuilding Group and look forward to delivering these vessels to the people of Washington.”

Ferguson continues to prioritize upgrading the state’s ferry system. 2025 had nearly 70% fewer cancellations compared to 2024, while also adding 4,000 sailings and transporting 500,000 additional passengers.
