Enforcement of all freeway HOV lanes is the responsibility of the Washington State Patrol, according to the Washington State Department of Transportation. An HOV lane violation ticket isn’t cheap. It’ll cost you $136.

Before you think “no one will notice,” anyone can report drivers who are violating the rules of the HOV lanes.
People often use the HERO program to report the license plate number, vehicle description, time of day, and location of any violators they see. You can also report violators by calling 1-877-764-HERO or by filling out an online dispute violation form.
Sorry Tim, as it turns out, there’s no new “Minority Report” type of technology scanning the amount of human heat signatures in your ride when you drive on the new I-405 toll lanes … maybe next year.
