Harger: You put the plastic in the recycling bin. Nobody will tell you what happens next

In the 1980s, my grandparents in Seattle’s Wedgwood neighborhood ran a tight ship. The Seattle Times and the Seattle PI in one bin. Tin cans in another. Aluminum in a third. Glass sorted by color, clear here, green and brown there. I don’t think they missed a week.
It was work. And it worked. Every bit of it had a buyer down the road.
Seattle didn’t start recycling to win an award. Most people don’t know this, but in the mid-1980s, the city’s own landfills at Midway and Kent Highlands shut down after groundwater contamination. They eventually became cleanup sites. Suddenly, all the garbage had to go to Cedar Hills in King County, rates jumped, and the city needed to shrink the pile fast. Recycling wasn’t a movement. It was math. Curbside recycling launched in 1988, and within a few years, Seattle was the national poster child. Reporters flew in from everywhere to write about us. We were very proud of ourselves. We still are.
Recycling is a great thing when it actually conserves resources and prevents pollution. My test is the same one I’ve applied to bag bans and straw bans: Does it work, or does it just make us feel like we did?
And notice what wasn’t in my grandparents’ bins: plastic.
The triangle on your yogurt cup was never a recycling symbol
That came later, in the ’90s, stamped on the bottom of every container like a little green permission slip. Most people see that triangle and think it is recyclable. I did too, for years. I’d rinse out a yogurt cup, flip it over, see the triangle, feel responsible, and toss it in the bin. Mission accomplished. Guilt managed.
Turns out the triangle was doing a different job than I thought. According to ASTM International, the organization that maintains those codes, the number identifies the type of plastic resin. That’s it. Whether anyone on Earth will take it back is a separate question, and the answer, for most plastic, is no.
An NPR and Frontline investigation found industry documents showing plastic manufacturers promoted recycling to the public while privately expressing “serious doubt” that it could ever work at scale. They knew. They stamped the triangle on everything anyway, because it kept the product on the shelf and the guilt in your kitchen.
So how’s it going? The EPA’s most recent comprehensive data puts the national plastic recycling rate at 8.7%. Of the 35.7 million tons generated in 2018, about 3 million were recycled. Twenty-seven million went into the ground. A later analysis estimated the rate dropped to between 5% and 6% by 2021, after China and other countries stopped accepting our waste.

Every time you stand at the bin wondering whether the lid stays on, remember: The people who made that container already knew the answer. They just didn’t want you to hear it.
Ardagh Glass closed its Seattle plant. Our glass recycling collapsed overnight
Glass is the material that actually works. Melt it, remake it, repeat. My grandparents’ bottles had a second life, and for years, that system was close to perfect around here. Bottles went from blue bins to Republic Services in SODO, got crushed at a processor next door, and wound up at Ardagh Glass Packaging, which made new wine bottles. Short trip. Real recycling. The way it ought to work.
Then, in July 2024, Ardagh paused production. By November, the plant was permanently closed, 245 jobs gone, citing cheap imports. Suddenly, Seattle’s glass had nowhere to go.
The bottles kept coming. Warehouses filled up. When storage ran out, Seattle Public Utilities (SPU) acknowledged that some of the glass people had carefully rinsed and sorted went to a landfill. Tacoma buried its glass for months.
The bottle was still perfectly recyclable. It just stopped being profitable. And the moment it stopped being profitable, it stopped being recycled. SPU said it itself: Recycling doesn’t happen until materials are actually used to make new products again.
The blue bin is a collection point. Not a promise.
Glass recycling here has since recovered, credit where it’s due. The processor found new buyers out of state and upgraded its rail access. But the lesson sticks. One factory closed, and the whole thing fell over. That’s how thin the margin is between recycling and a really well-organized trip to the landfill.
Aluminum and cardboard recycling work. Plastic recycling mostly doesn’t
I’m not anti-recycling. About 20 years ago, I helped produce and co-host a weekend home handyman show. I said co-host. My wife will be the first to tell you I’m only to be trusted in a limited fashion with a table saw. Or a miter saw. Or a chainsaw. Basically, any saw.
That show is how I ended up touring the Trex decking plant outside Reno. I watched them melt plastic bags and film into composite lumber, start to finish. It works. I’ve seen it with my own eyes, and I believe in it.
The problem is that what Trex does accounts for only a tiny fraction of the plastic stream. It’s not operating anywhere near the scale of what goes into our curbside carts every week across the region.
So what actually gets recycled? The answer depends almost entirely on whether somebody wants to buy the material when it comes out the other end.
Aluminum works. Melting a can uses about 95% less energy than smelting new aluminum. Corrugated cardboard gets recycled at 96.5%, per the EPA. My grandparents’ newspapers had buyers. Those markets are real.
The yogurt cup is a different conversation. Most plastic is expensive to sort, degrades every time you process it, and costs more to recycle than to make fresh from petroleum. The Government Accountability Office confirmed it: Plastic recycling is generally more expensive than virgin production. So we built an elaborate, well-intentioned system around a material that’s worth less used than new, and we wonder why 91% of it ends up in a hole.
Washington’s Recycling Reform Act admits the system doesn’t work. The fix arrives in 2030. You’ll pay for it
Governor Ferguson signed the Recycling Reform Act in May 2025, making Washington the seventh state to require packaging producers to fund the recycling system. Starting in 2030, producers will reimburse at least 90% of collection and processing costs. The law requires statewide lists of accepted materials and proof that collected recyclables reach “responsible end markets.”
Lawmakers don’t usually pass reform bills for systems that work.
For 40 years, the companies making disposable packaging handed us the guilt, the rinsing, and the sorting. They stamped a triangle on the bottom and let us believe it meant something, but it didn’t. Washington is finally handing them the bill.
Just don’t kid yourself that they’ll pay for it and not pass that price tag on to you. That cost will show up at the grocery store, because that’s how economics works. Packaging companies aren’t going to fund a recycling system out of the goodness of their hearts. They’ll fund it out of your wallet. The only question is whether the system they build actually recycles anything this time, or whether we just get a more expensive version of the same triangle.
Nobody will tell you what happens to what’s in your bin
People across the Puget Sound region are conscientious about this. We rinse. We sort. We argue with our spouse about the lid. We feel guilty when we put plastic in the garbage.
But nobody will say what percentage of the plastic in your blue bin becomes a new product. Who buys each type of resin? How much gets rejected downstream? How much gets ground into plastic lumber or burned instead of becoming another container? Nobody publishes those numbers. Not Seattle. Not King County. Not your hauler.
My grandparents knew exactly where their newspapers went. Forty years later, that shouldn’t be too much to ask.
