Vancouver Just Told Cops to Stop Citing Shoplifters?
Vancouver, Washington just told its officers to stop automatically citing people for shoplifting, drug possession, trespassing, and disorderly conduct. The city has already dismissed 55 cases for lack of a public defender — some of them domestic violence.
