Oil Jumps 4% as Ukraine Hits Russian Refineries

Oil prices jumped 4% to start the week — but Washington drivers are still catching a break at the pump. Statewide gas is down 9 cents in the last week, and Seattle sits at $5.20 a gallon. So how long will the relief last?
